no class III needed as it is a pistol with a flashhider...there is no suppressor on that

A number of lower makers offer "pistol" lowers, which means the lower is registered with the maker as being for pistol use - BUT - you can use any virgin lower receiver (never assembled into a weapon before) to build an AR pistol as long as you properly document & photograph the build. Getting a pistol lower is easier.
You can have as short of a barrel as you want on an AR pistol. And an AR pistol can not have any easy way of switching to a buttstock - so staking the pistol style buffer helps avoid any over-zealous agent you may encounter.
Lots of people build a pistol AR to first perfect the weapons cycling and configuration. Then when they are happy with it they will register it as an SBR and swap tubes to put a buttstock on it.
Also, you can NOT have a forward grip on a pistol AR (just like a regular pistol) without first registering it as an AOW (5$ tax stamp).

So it is possible AND legal to convert an existing AR15 into something like the one in the pic? Or would I need to buy a new lower, not registered? What if I wanted to keep the collapsible stock on it?
They are no longer being stamped as pistol lowers, it however must be indicated when being called in on the background check.

Keeping the stock on it would constitute an SBR and a form 1 for short barreled rifle must be filed
Just a little clarity. This is just a pistol and does not require a tax stamp as long as it was made properly from a virgin lower receiver. That said......
When you MAKE an AOW, the manufacturer is required to pay a $200 tax stamp. The transfer fee is then $5. So the cost of putting on a VFG is the same as making an SBR for the original maker. If you prefer the pistol setup with a VFG, over the SBR then I guess going the AOW route could make sense.

No buttstock and no forward grip is legal without a stamp, just document and photograph the build using a virgin (never used/assembled) lower receiver in case it is needed later.
If you put a buttstock or grip on the "pistol" then you need an SBR tax stamp or else your weapon is now an illegal SBR (Short Barreled Rifle).

no you would need to use a virgin ar pistol reciever to avoid any issues
